Wildfire has three phases: before, during and after. The ASWPP considers all three:
- Pre-fire planning for mitigation strategies such as structural hardening and forest mitigation projects.
- Suppression-period planning that considers evacuation strategies, and prioritizes attributes within the value landscape to protect for wildfire suppression teams. For example, this might be employee housing or infrastructure such as pumping facilities, warehouses, power stations, etc. for a reservoir. It might be main guest facility and shop area for a ski area.
- Post-wildfire planning to identify efforts that can reduce flood, debris flow, and erosion impacts, as well as clean-up strategy. Such plans can be activated quickly in partnership with, and often with funding from federal and state agencies, and should make permitting and other requirements easier and faster (such as 404 or floodplain permitting).
